In 2000-2001, the European Forest Institute carried out a Eurostat-initiated project on the "Improvement of the Statistical Information System for Forest Products Production and Trade Statistics of EU and EFTA". The basis for the project was laid out in Council Regulation (EC) No. 1615/89 of the European Commission on the establishment of a European Forestry Information and Communication System (EFICS) with the purpose to improve the quality of forestry data and to harmonize the data and their definitions. The European Commission recognised the need to implement a study to analyse various sources of statistics on foreign trade of forest products in the Member States and EFTA countries and to determine the reasons for differences and incompatibilities between the data sources at national and international levels. The project thus contributed to the continuing efforts by the FAO/ECE/ITTO/Eurostat Intersecretariat Working Group on Forest Sector Statistics to coordinate and harmonize the collection of forest statistics. The main aim of the project was to address the comparability of commodity coding systems, the comparability of terms and definitions at national and international levels, the conversion factors to convert volume and weight, double counting and the coverage of production and trade of tropical timber and its products. This report presents the results and reviews the collection procedures, quality and comparability of international forest products production and trade statistics, and makes proposals for improving their reliability and consistency.
