The objective of this study is to assess the agro-economic impacts of investments in gravity-fed irrigation schemes in the paddylands of Southeast Asia, and to determine whether and how the quality of operation and maintenance (O&M) services influences the sustainability of those impacts. The stydy team selected six gravity-fed irrigation schemes with reservoirs for water storage in Thaliland, Myanmar, and Vietnam. Four were large schemes at least 40 000 hectares and the oter two were small tanks of about 1 000 hectares. The study included an audit of flood control and drainage project at three sites in Bangladesh to identifiy differences in O&M organization and effectivemess between irrigation and flood control.
