In response to a request from Congress, the GAO reviewed the extent to wich US Army Corps of Engineers flood control levees prevented flooding and reduced damage during the floods of 1993 ; the amount the federal levees increased the height of the flooding and added to the damage; and the extent to which federal, state, and local governments exercise control over the design, construction, placement and maintenance of nonfederal levees. In brief, the agency found that most corps levees performed well and prevented significant flooding, although there were some failures; that the degree to which flood heights were increased due to the levees was difficult to assess because of the many other factors affecting flood hydrology; and that natural and human caused changes within their basins have raised the levels of both the Mississipi and Missouri rivers and that there seems to be trend toward increased precipitation in the upper reaches of these basins.
