This study was commissioned by the ministry in august 1997 to review the performance of the access provisions built into their agri-environment schemes. the three schemes are discussed and compared in detail in this report : history, operation and application. the general aims of this study are to investigate the operation and effectiveness of the access provisions of these schemes and to determine the continuing validity of the rationale for the increased access provision which they promote.
