This supplement explains the application of the formulas in the original backgroung document to calculate an action leakage rate (called rapid and extremely large leak in the proposal), presents the results of action leakage rate calculations for facilities meeting the minimum design specifications in the final rule, and provides results from a more sophisticated 3-dimensional model.
