Here it is argued that an irrigation system determines, by its design, the human and institutional modalities for use. Consequently, the design can be considered the root of many problems in irrigation. In this book, the possibilities are explored to design irrigation systems based on technical as well as human and institutional parameters. The consequences of broadening the design criteria are examined and possible options for change discussed. The book is divided into five parts entitled: introduction (2 chapters); the physical system (2 chapters); design and practice (5 chapters); options for change (4 chapters).
