The present publication of the conference proceeding, the organisers inted to contribute to this process. It is a turning point rather than the culmination of co-operation, as progress in European water policy cannont be archieved in closed circles of administrators and scientific experts. It also needs much more involvement of all stakeholders, the public at large and especially non-governmental organisations and local action groups from the very beginning of projects.
