In publishing Europe 2000+, the Commission's aim is in no way to encroach upon the responsibility of national, regional and local authorities for matters of spatial planning. Rather is it to inform discussion of these matters - in the European Parliament and the new Committee of the Regions as well as in Member States - and to improve the basis for policy-making in this area. It is the Commission's firm opinion that the Union's ultimate objective of sustained and balanced economic development can be achieved only through cooperation and joint action between all the interested parties at all levels, supported by a common framework for territorial planning. This is the central message of Europe 2000+.
